FARGO, ND. (KFGO AM) -- Despite the threat of a lawsuit, plans to build a ring levee around Oxbow, Hickson, and Bakke subdivision south of Fargo are moving forward.
The Cass County Joint Water Resource District has agreed to advertise for bids on the first phase of the project, and hopes to have construction begin in July.
Lawyers for upstream opponents are suing in Federal Court to stop construction of the ring dikes.
The Richland-Wilkin Joint Powers Authority contends that there's no need for the dike system.
Last week the group announced plans to seek an injunction against the Corps in Federal Court.
