BISMARCK (KFGO-AM NDPR) -- A state representative from Grand Forks is questioning whether the FM Diversion Authority should be moving forward with construction on the ring dike south of Fargo.
The authority sent heavy equipment to the site after the Corps of Engineers issued a final permit. Cass County Administrator Keith Berndt told an interim legislative committee Tues., that the Diversion Authority doesn't not have to wait for federal money for dike work to get underway. Berndt was supported by Sen. Tony Grindberg of Fargo.
The lawmaker raising questions says he may ask the Legislative Council for clarification.
