BISMARCK (KFGO-AM) -- The attorney general's office has concluded that the Fargo City Commission broke state open meetings laws in the process that led to the resignation of former Police Chief Keith Ternes.
The opinion says the commission violated laws when it held a series of meetings without proper public notice, failed to post notice of a special meeting and met in an illegal executive session.
Ternes left the department amid criticism and concerns with his management practices and poor morale within the department.
