Bismarck, N.D. (AP) North Dakota's Game and Fish Department wants to limit deer gun licenses to one per hunter in 2015.
The agency says the license distribution plan is the result of a declining deer population and high demand for licenses.
The agency says all of the 48,000 deer gun licenses made available for this year's hunting season have been issued.
Wildlife Division Chief Jeb Williams says about 30,000 people who applied for a deer gun license this year didn't get one in the lottery.
