Bismarck, N.D. (AP) Sen. John Hoeven says the Federal Environmental Protection Agency's proposed rules over navigable waters are ``a real problem.'' Hoeven, R-N.D., Criticized the EPA's proposed waters of the U.S. Rule Friday during a U.S. Cattlemen's Association and Independent Beef Association of North Dakota conference in Bismarck.
Hoeven says the new rules meant to clarify federal authority over navigable bodies of water would adversely affect farmers, ranchers and small business owners. He says the agency is overstepping its authority.
The EPA and the U.S. Corps of Engineers do have jurisdiction over navigable waterways. But Hoeven says the new proposed regulations would allow the agencies to regulate waters on private land.
Hoeven says he's going to work to defund the proposal.
