Bismarck, N.D. (AP) North Dakota's governor has ordered flags flown at half-staff Thursday, the anniversary of the 9/11 terrorist attacks in the United States. Gov. Jack Dalrymple also asks that North Dakota residents observe a moment of silence beginning at 8:46 A.M. EDT, the time when the first plane flew into the World Trade Center in New York. The attacks claimed nearly 3,000 lives. Dalrymple says flags on public buildings and grounds should be at half-staff from sunrise until sunset Thursday. He is encouraging North Dakotans to also display the flags at their homes at half-staff. Sept. 11 has been designated Patriot Day and a day of service and remembrance.
