Bismarck, N.D. (AP) Members of North Dakota's congressional delegation are criticizing Canadian Pacific Railway, saying it's forcing grain elevators to cancel backlogged orders as it implements a new shipping system. U.S. Senator Heidi Heitkamp sent a letter to CEO E. Hunter Harrison on Thursday. The Democratic senator says last week the railway reported being behind somewhere from 200 to 2,000 cars. The senator says the company reports being behind around 50 cars this week. She says Canadian Pacific is making grain elevators cancel most of their open orders, not fulfilling more requests. Heitkamp says the cancelled orders are leaving large quantities to sit on roadsides. Republican U.S. Rep. Kevin Cramer also says he has heard similar reports. Cramer says he will not ``tolerate bullying'' of the state's agricultural industry.
